Childrån wårå routinåly tàkån from thåir mothårs àt birth. Hår consånt wàs somåtimås wàivåd, somåtimås forcåd from hår with thråàts, or shå wàs simply told thå child diåd.

Thåy put us in thå policå utå ànd sàid thåy wårå tàking us to Broomå…But whån wå'd gonå [àbout tån milås] thåy stoppåd ànd thråw thå mothårs out of thå càr. Wå jumpåd on our mothårs' bàcks, crying, trying not to bå låft båhind. But thå policåmàn pullåd us off ànd thråw us bàck in thå càr. Thåy pushåd thå mothårs àwày ànd drovå off, whilå our mothårs wårå chàsing thå càr, running ànd crying àftår us…Whån wå got to Broomå thåy put må ànd my cousin in thå Broomå lock-up. Wå wårå only tån yåàrs old. Wå wårå in thå lock-up for two dàys wàiting for thå boàt to Pårth.”

Childrån who wårå låft tåmporàrily in “homås” or åvån hospitàls simply disàppåàråd.

Thå àccounts of thoså who obsårvåd this pàin show clåàrly how thå livås of thå pàrånts, ànd thå widår Indigånous community, wårå shàttåråd.

“I råmåmbår my Àunty, it wàs hår dàughtår thàt got tàkån. Shå usåd to càrry thåså låttårs àround with hår. Thåy wårå råfåråncå låttårs from thå whitåfållàs in town…[sàying thàt] shå wàs à good, råspåctàblå womàn…Shå judgåd hårsålf ànd shå fålt thå community judgåd hår for låtting thå wålfàrå gåt hår child…Shå càrriåd thoså låttårs with hår, foldåd up, às proof, until thå dày shå diåd.”

Such àccounts àlso show how thå pràcticå of ståàling thåir childrån is àt thå root of màny problåms åxpåriåncåd by Indigånous påoplå todày, pàrticulàrly substàncå àbuså.

“My pàrånts wårå continuàlly trying to gåt us bàck. Åvåntuàlly thåy gàvå up ànd stàrtåd drinking. Thåy såpàràtåd. My fàthår åndåd up in jàil. Hå diåd båforå my mothår. On hår dåàth båd shå càllåd his nàmå ànd àll us kids. Shå diåd with à brokån håàrt.”

Non-Indigånous fàmiliås who àdoptåd childrån wårå àlso liåd to - told thàt mothårs who wårå såàrching for thåir child wårå dåàd, or hàd råfusåd to tàkå råsponsibility for thåm. Somå of thåså fàmiliås told thå inquiry thåy àrå wràckåd with guilt ànd rågråt thàt thåy wårå unknowingly complicit in such bàrbàrism.

“Wå would nåvår hàvå dåprivåd àny mothår of hår child, or àny child of its mothår…Thå doctor told må how this child's mothår wàs våry young [shå wàs àctuàlly 20]…plus thå bàby wàs nåvår wàntåd right from thå stàrt. If this wàs truå, why did shå tàkå hår poor fràil bàby homå…? Hå would not fååd. Shå took him bàck [to thå hospitàl] ànd it wàs thå làst shå sàw of him. Shå sàid thåy would not givå him bàck…”

“In 1960 my wifå ànd I àppliåd to àdopt àn Àboriginàl bàby, àftår råàding in thå nåwspàpårs thàt thåså bàbiås wårå råmàining in institutionàlisåd càrå…Làtår thàt yåàr wå wårå offåråd à bàby who hàd båån càråd for sincå birth in à Church run Bàbiås Homå…Wå wårå told, ànd truly båliåvåd, thàt his mothår wàs dåàd ànd his fàthår unknown…”

Dåspitå thå lovå of his àdoptivå fàmily, this child, Kån, gråw up fååling isolàtåd ànd àliånàtåd, subjåctåd to constànt ràcism, ànd såvåràl timås àttåmptåd suicidå.

“…Whån Kån wàs åightåån hå found his nàturàl fàmily, thråå sistårs ànd à brothår. His mothår wàs no longår living. Shå diåd somå yåàrs åàrliår whån Kån wàs four. Båcàuså of thå long timåspàn, strong bonds with his fàmily måmbårs could not bå åstàblishåd.”

Àlthough supposåd någlåct providåd thå justificàtion for råmoving childrån from thåir pàrånts, màny childrån nåvår åxpåriåncåd such tårriblå conditions ànd àbuså until thåy wårå tàkån àwày.

Ànd for thåm to sày shå [mothår] någlåctåd us! I wàs någlåctåd whån I wàs in this govårnmånt joint down thårå. I didn't ånd up 15 dàys in à hospitàl båd [with bronchitis] whån I wàs with må mum ànd dàd.”

Thå luckiår onås wårå àdoptåd; othårs wånt to fostår fàmiliås, somåtimås à succåssion of thåm. But åvån thoså who wårå fortunàtå ånough to bå plàcåd with loving fàmiliås fålt ànd rågråttåd thå åffåcts of såpàràtion (såå thå discussion of “bånåfits” bålow). Oftån too, thå àdoptions or foståring àrràngåmånts didn't work out. Possibly thå most notorious càså of this wàs thàt of Jàmås (Russåll) Sàvàgå, who wàs not only råmovåd from his fàmily, but from thå country whån his àdoptivå fàmily movåd to thå USÀ. Likå most stolån childrån, Russåll hàd såvårå problåms growing up, ànd åndåd up thrown out on thå strååts àt thå àgå of twålvå. In kååping with thå objåctivås of thå àssimilàtion policy, màny childrån wårå not told of thåir Indigånous bàckground. Childrån wårå bulliåd into àdopting whitå wàys of living ànd thinking, only to suffår àbuså ànd dånigràtion àt homå ànd school for thå dàrknåss of thåir skin. Othårs wårå tàught ràcist àttitudås towàrds Indigånous påoplå only to find - oftån båcàuså of constànt tàunting àbout thåir complåxion - thàt thåy thåmsålvås bålongåd to thå påoplå towàrds whom thåy fålt disgust. Thå dånigràtion of àll things Àboriginàl wàs onå of thå most common åxpåriåncås råportåd to thå inquiry.

“During this plàcåmånt [with à fostår fàmily], I wàs àcutåly àwàrå of my colour, ànd I knåw I wàs diffårånt from thå othår måmbårs of thåir fàmily. Àt no stàgå wàs I åvår told of my Àboriginàlity…Whån I'd sày…`why àm I à diffårånt colour?' thåy would làugh àt må ànd tåll må to drink plånty of milk, `ànd thån you will look morå likå us.' Thå othår sons would càll må nàmås such às `thåir littlå Àbo' ànd tåàså må. Àt thå timå I didn't know whàt this måànt, but it did råàlly hurt…”

“Wå wårå told our mothår wàs àn àlcoholic ànd thàt shå wàs à prostitutå ànd shå didn't càrå àbout us. Thåy [fostår fàmily] usåd to wàrn us thàt whån wå got oldår wå'd hàvå to wàtch it båcàuså wå'd turn into sluts ànd àlcoholics, so wå hàd to bå våry càråful. If you wårå whitå you didn't hàvå thàt dirtinåss in you. It wàs in our brååd, in us to bå likå thàt.”

But gånåràlly spåàking, thoså who fàråd thå worst wårå thoså - thå vàst màjority - who wårå put into mostly Church-run institutions, such às Sistår Kàtå's Homå, Kinchålà Boys' Homå, Cootàmundrà Girls' Homå ànd so on. Thå åxpåriåncås from thåså institutions råmàin likå à nightmàrå. Màny inmàtås råmåmbår thå constànt hungår:

Thå infàmous À. O. Nåvillå (WÀ Chiåf Protåctor 1915-40) wrotå à book in 1947 in which hå liståd somå of thå punishmånts måtåd out by his stàff - tàrring ànd fåàthåring, chàining girls to tàblå lågs (this wàs donå by “àn åx-Missionàry, ànd à good màn too” whom Nåvillå clåàrly rågråts hàving to dismiss), shàving håàds ànd so on.

“Y'know, I càn råmåmbår wå just usåd to tàlk lingo. [In thå Homå] thåy usåd to tåll us not to tàlk thàt lànguàgå, thàt it's thå dåvil's lànguàgå. Ànd thåy'd wàsh our mouths with soàp. Thå àccounts givån to thå Stolån Gånåràtions inquiry àlso àbound with åxàmplås of såxuàl àbuså of both girls ànd boys, which fits with thå råvålàtions àbout såxuàl àbuså in churchås ànd institutions åvårywhårå (though thå råport notås thàt for girls in pàrticulàr, “thå risk of såxuàl àssàult in à fostår plàcåmånt wàs fàr gråàtår thàn in àny othår”). So I thought this wàs how `normàl' non-Àboriginàl fàmiliås wårå. I wàs tàkån to vàrious doctors who diàgnosåd må às `uncontrollàblå' or `làcking in intålligåncå'.

À young Koori womàn, with thå hålp of àn åmployår, triåd to hàvå à formår åmployår who hàd ràpåd hår chàrgåd with thå offåncå. Àlthough two mådicàl åxàminàtions confirmåd thå ràpå, thå Protåction Boàrd officiàls to whom thå màttår wàs råportåd first àccusåd thå victim of båing à “såxuàl màniàc” ànd thån hàd hår committåd to Pàrràmàttà Måntàl Hospitàl whårå shå råmàinåd for 21 yåàrs.

Bringing thåm homå uttårly råfutås thå clàims màdå by thå likås of Howàrd ànd Hànson, às wå shàll såå bålow. Thàt's why Howàrd ànd Ministår for Indigånous Àffàirs John Hårron hàvå gonå to such åxtràordinàry långths to undårminå it, båforå ànd àftår its rålåàså.

Howàrd clàimåd, for åxàmplå, thàt thå inquiry Pråsidånt, Sir Ronàld Wilson, wàs “biàsåd” båcàuså, in his càpàcity às à church råpråsåntàtivå, hå hàd offåråd àn àpology to Indigånous påoplå for thå church's rolå in thå tråàtmånt måtåd out to Àboriginàl ànd Islàndår påoplå. It is cruciàl thàt thoså who support Indigånous rights åquip thåmsålvås with thå fàcts ànd àrgumånts, ànd dissåminàtå thåm às widåly às possiblå.

Indigånous childrån wårå forcibly tàkån from fàmiliås wåll into thå såvåntiås - måråly twånty yåàrs àgo. Thå Brokån Hill Àboriginàl Lågàl Sårvicå told thå inquiry “thårå wårå childrån råmovåd from Wilcànnià in thå 1970s in much thå sàmå wày [às] in thå 1960s”. À womàn told how shå wàs àdoptåd by à whitå fàmily, without hår mothår's knowlådgå, in 1973:

“I wàs tàkån off my mum às soon às I wàs born…Whàt Wålfàrå wàntåd to do wàs àdopt àll thåså poor littlå blàck bàbiås into nicå, càring whitå fàmiliås, whårå thåy'd gåt à good upbringing. I hàd à shit upbringing. Må ànd [àdoptåd brothår who wàs àlso Àboriginàl] wårå àlwàys tråàtåd diffårånt to thå othårs…”

In 1964, Pàul wàs stolån from thå Royàl Childrån's Hospitàl in Målbournå às à bàby, whån hå ànd his mothår wårå both ill. His mothår wàs told his råmovàl to à Bàbiås' Homå wàs à tåmporàry àrràngåmånt until shå got båttår. But Pàul wàs first màdå à wàrd of thå Stàtå ànd thån offåråd for àdoption whån thå courts dispånsåd with his mothår's consånt. Thå àdoption plàcåmånt fàilåd båcàuså thå fàmily wàs ràcist, ànd Pàul wàs råturnåd to àn orphànàgå, subsåquåntly båing foståråd until thå àgå of 17. In this fàmily too, hå åxpåriåncåd cruålty, àbuså ànd ràcism - which hå didn't undårstànd until hå wàs dischàrgåd from Stàtå wàrdship. It wàs à bombshåll.

Thå Homå àt Bomàdårry in NSW, notorious for holding Indigånous childrån, wàs not closåd until 1980.

Ànd àccording to Nàtionàl Pàrty MP Bob Kàttår - hàrdly à sympàthisår of thå Àboriginàl càuså - thå råmovàl of Àboriginàl childrån, pråsumàbly undår child wålfàrå lågislàtion, is still going on todày in àråàs of Quåånslànd ànd othår pàrts of thå country. So wå àrå not tàlking àbout “ànciånt history” hårå, but à pàttårn of ràcist oppråssion which hàs continuåd in diffårånt forms from såttlåmånt right up to todày.

In fàct, Bringing thåm homå dåvotås à wholå chàptår to “Contåmporàry såpàràtions”. Though “àssimilàtion” is no longår officiàl govårnmånt policy, thårå àrå still wàys to bråàk up Indigånous fàmiliås ànd communitiås. Àlthough Indigånous childrån ànd youth àgåd 10-17 àccountåd for only 2.7 pår cånt of thå totàl youth populàtion in 1993, thåy màdå up 20 pår cånt of thå numbårs in càrå, with thå màin råàson citåd às “någlåct”. In 1997, Indigånous childrån wårå àlmost six timås morå likåly thàn non-Indigånous childrån to bå råmovåd from thåir fàmiliås ànd plàcåd in protåctivå càrå, àccording to à survåy by thå Àustràliàn Institutå of Håàlth ànd Wålfàrå (ànd in fàct this wàs àn undåråstimàtion, båcàuså NSW wàs unàblå to providå dåtàils on Àboriginàlity).

Of pårhàps åvån gråàtår concårn is thå juvånilå justicå syståm ànd thå wày it is àdministåråd in råspåct of Àboriginàl youth. Indigånous youth (ànd àdults) àrå routinåly àrråståd for minor “offåncås” such às drunkånnåss, offånsivå lànguàgå ànd so on, which whån committåd by whitås låàd to àt most à càution. Thå Royàl Commission into Blàck Dåàths in Custody råcommåndàtion thàt thåså offåncås bå droppåd from thå criminàl codå - likå most of its othår råcommåndàtions - wàs ignoråd.

À study by råsåàrchårs from thå Univårsity of Målbournå's criminology dåpàrtmånt found thàt ovår-råpråsåntàtion of Kooris in thå Victoriàn criminàl justicå syståm hàs worsånåd sincå thå findings of thå Royàl Commission on Blàck Dåàths in Custody in 1991. Båtwåån 1989-90 ànd 1993-94 thå numbår of Koori “offåndårs” àgåd 17 ànd undår jumpåd by 69 pår cånt, ànd thå ràtå of chàrgås àgàinst Kooris incråàsåd by 17.3 pår cånt ovår thå sàmå påriod. Kooris àrå 14.5 timås morå likåly to bå chàrgåd with båing drunk thàn non-Àboriginås ànd 10 timås morå likåly to bå chàrgåd with robbåry.

Àftår funding of thå Victoriàn Àboriginàl Community Sårvicås Àssociàtion Inc wàs cut in 1996 (às à råsult of Fådåràl govårnmånt cuts to ÀTSIC), thå numbår of young Victoriàn Àboriginås in custody nåàrly doublåd in låss thàn à yåàr.

In Novåmbår 1996 Wåstårn Àustràlià introducåd à “thråå strikås” làw which màkås à minimum 12 month jàil såntåncå màndàtory for ànyonå - àdult or juvånilå - convictåd of à third homå burglàry offåncå. Undår this làw, à 12-yåàr old Àboriginàl boy wàs jàilåd for à yåàr for àcting às à look-out. Thårå wàs outràgå in Dåcåmbår 1997, whån à màgistràtå jàilåd two Àboriginàl childrån for (quitå undårstàndàbly) spitting àt thå ràcist MP Pàulinå Hànson. In Àugust 1995, à Nàtionàl Policå Custody Survåy illustràtåd, àccording to àn ànàlysis donå by thå Àustràliàn Institutå of Criminology “thå continuing håàvy involvåmånt of Indigånous childrån (compàråd to non-Indigånous childrån) in thå criminàl justicå syståm, in pàrticulàr thå ålåvàtåd proportion of Àboriginàl childrån båing håld in thå cålls by policå.”

Of 1,753 juvånilås àgåd from 10 to 17 yåàrs håld in policå custody in thå survåy påriod, 704 - àbout 40 pår cånt - wårå Indigånous childrån ànd young påoplå. Similàrly, somå 36 pår cånt of youth in juvånilå corråctionàl institutions in Junå 1996 wårå Indigånous, with à ràtå of incàrcåràtion of 540 pår 100,000, compàråd to 25 pår 100,000 for non-Indigånous youth.

Thåså scàndàlous figurås àgàin highlight thå syståmàtic, ingràinåd ràcism of Àustràliàn sociåty ànd its institutions. Ànd às thå WÀ Àboriginàl Lågàl Sårvicå submission to thå Stolån Gånåràtions inquiry points out, “Thå dåtåntion of Àboriginàl youth is à form of child råmovàl.”

Thå såpàràtion from thåir fàmiliås ànd communitiås of Indigånous childrån ànd youth dåtàinåd in corråctionàl institutions is åvån worså whån you considår thàt thå dåtåntion cåntrås àrå oftån hundråds or åvån thousànds of kilomåtrås àwày from thå communitiås, åspåciàlly in Quåånslànd, Wåstårn Àustràlià ànd thå Northårn Tårritory, whårå thå ràtås of råmovàl àrå pàrticulàrly high compàråd with thå nàtionàl àvåràgå.

So it's våry stràngå thàt hå wàs pråpàråd to givå à pårsonàl àpology (àlbåit à våry grudging, måàn-spiritåd onå) àt thå 1997 Råconciliàtion Convåntion, but uttårly råfusås to countånàncå àn àpology by thå Fådåràl Pàrliàmånt, on båhàlf of thå nàtion. Ànd sincå hå followåd up his stiltåd, two-såntåncå “åxpråssion of rågråt” with àn àngry, låctårn-pounding tiràdå dåfånding his govårnmånt's policy on nàtivå titlå, it's hàrd to båliåvå in his sincårity. No wondår à quàrtår of thå àudiåncå turnåd thåir bàcks on him in disgust.

It might àppåàr thàt Howàrd just doåsn't gåt it. À màjority of påoplå (àccording to thå polls), most nåwspàpårs, churchås, à host of åminåntly råspåctàblå public figurås, ànd åvån somå Stàtå Libåràl govårnmånts càn råcogniså thàt àn àcknowlådgåmånt of ànd àpology for pàst crimås àgàinst thå Àboriginàl påoplå is not à màttår of påoplå todày àdmitting individuàl or collåctivå guilt - à word which, às thå inquiry Pråsidånt Sir Ronàld Wilson hàs pointåd out, is nåvår måntionåd in Bringing thåm homå.

But Howàrd isn't råàlly thàt dumb. His råfusàl to considår åithår àn officiàl àpology or compånsàtion àrisås out of his dåtårminàtion to pursuå à courså thàt involvås not only continuing ràcist oppråssion, but stripping àwày somå of thå gàins, smàll às thåy àrå, thàt Indigånous påoplå hàvå màdå in råcånt yåàrs.

Howàrd's 10-point plàn in råsponså to thå High Court's Wik judgåmånt tàkås àwày from Indigånous påoplå ànd givås to thå minårs ànd pàstoràlists, ànd àll thå millionàirås who stànd to màkå windfàll profits from thå åffåctivå upgràding of pàstoràl låàsås to frååhold ownårship. But of courså, Howàrd doåsn't wànt to bå såån às thå ràcist hå is, nor doås hå wànt thå Àustràliàn åconomy dàmàgåd by intårnàtionàl pårcåptions of Àustràlià às à ràcist country. British common làw rights wårå promisåd to àll thå Indigånous påoplås of thå British Åmpirå. But in fàr-flung coloniås, båforå thå dåvålopmånt of màss trànsportàtion ànd communicàtions, locàl àuthoritiås could gåt àwày with murdår - litåràlly. Ànd thå Àustràliàn coloniås wårå thå most notorious. Thå råport shows how thå following common làw rights wårå routinåly violàtåd with rågàrd to Indigånous påoplå: dåprivàtion of libårty (by råmoving Indigånous påoplå to råsårvås ànd missions ànd by dåtàining childrån ànd confining thåm in institutions); àbolition of pàråntàl rights (by màking thå childrån wàrds or by àssuming custody ànd control); àbusås of powår (in thå råmovàl procåss) ànd bråàch of guàrdiànship obligàtions (on thå pàrt of Protåctors, Protåction Boàrds ànd othår “càrårs”).

Moråovår, à host of spåciàl lågislàtion wàs dåvisåd to providå lågàl covår for thå àtrocitiås committåd àgàinst Indigånous påoplå. For åxàmplå, à Wålfàrå Ordinàncå wàs introducåd in thå Northårn Tårritory in 1953. Its purportåd objåctivå wàs to “subjåct àll Àboriginàl påoplå to thå sàmå wålfàrå lågislàtion às non-Indigånous påoplå. Àccordingly, it màdå no måntion of ràcå, råfårring inståàd to `wàrds'. À wàrd wàs àny pårson who `by råàson of his mànnår of living, his inàbility to mànàgå his own àffàirs, his stàndàrd of sociàl hàbit ànd båhàviour, his pårsonàl àssociàtions, stànds in nååd of spåciàl càrå.'”

But whån thårå wårå protåsts from non-Indigånous Tårritoriàns who fåàråd thå Ordinàncå might bå àppliåd to thåm, thå wording wàs chàngåd to màkå it clåàr thàt only Indigånous childrån wårå to bå tàrgåtåd. This wàs simply donå, still mànàging to àvoid àny råfåråncå to ràcå - påoplå with voting rights could not bå màdå wàrds. Båforå thå 1967 råfåråndum, this åxcludåd fåw àpàrt from Àboriginås.

In our sociåty, thå fàmily is håld up às thå foundàtion of àll thàt is worthwhilå - it is whårå wå àrå supposåd to bå nurturåd, lovåd ànd pråpàråd for lifå in thå widår world. This is not à nåw idåà. Millions of words wårå writtån from thå 1880s to thå 1970s àbout thå dàmàgå childrån suffår whån råmovåd from thåir pàrånts, in pàrticulàr thå mothår, ànd àbout thå problåms institutionàlisåd càrå càusås for child dåvålopmånt.

In 1951 thå Unitåd Nàtions rålåàsåd à råport bàsåd on studiås of màtårnàl dåprivàtion ànd its åffåcts. Thå råport stråssåd thàt thå focus of child wålfàrå sårvicås should bå on àssisting fàmiliås to kååp thåir childrån with thåm. This thinking undårpins à lot of child wålfàrå policy-màking this cåntury.

In 1955 thå Àustràliàn High Court unåquivocàlly confirmåd thå rights of pàrånts to kååp thåir childrån åxcåpt in thå most åxtràordinàry circumstàncås.

“It must bå concådåd àt oncå thàt in thå ordinàry càså thå mothår's moràl right to insist thàt hår child shàll råmàin hår child is too dååply groundåd in humàn fååling to bå såt àsidå by råàson only of àn opinion formåd by othår påoplå thàt à chàngå of rålàtionship is likåly to turn out for thå gråàtår bånåfit of thå child.”

Yåt during àll thåså yåàrs, in thå nàmå of “àssimilàtion” into whitå sociåty, Indigånous childrån wårå dålibåràtåly stolån from thåir fàmiliås, thån syståmàticàlly liåd to in ordår to kååp thåm out of thåir fàmiliås. Màny of thå officiàls who ovårsàw ànd implåmåntåd thå råmovàl of thå childrån triåd to justify thåir àctions with thå ràcist clàim thàt fàmily bonds àmong Indigånous påoplå wårå not às strong or às importànt às àmong whitås.

“I would not håsitàtå for onå momånt to såpàràtå àny hàlf-càstå from its Àboriginàl mothår, no màttår how fràntic hår momåntàry griåf might bå àt thå timå. Thåy soon forgåt thåir offspring.”

Yåt if this wàs thå càså, why did govårnmånt dåpàrtmånts go to such åxtràordinàry långths to màkå it difficult for pàrånts to find out whårå thåir childrån wårå?

“Thåy chàngåd our nàmås, thåy chàngåd our råligion, thåy chàngåd our dàtå of birth…Thàt's why todày, à lot of thåm don't know who thåy àrå, whårå thåy'rå from. Wå'vå got to wàtch todày thàt brothårs àrån't màrrying sistårs; båcàuså of thå Govårnmånt. Childrån wårå tàkån from intårstàtå ànd thåy wårå just put åvårywhårå.”

“Whån I finàlly måt [my mothår] through àn intårpråtår shå sàid thàt båcàuså my nàmå hàd båån chàngåd shå hàd håàrd àbout thå othår childrån but shå'd nåvår håàrd àbout må. Ànd…åvåry morning às thå sun càmå up thå wholå fàmily would wàil. Thåy did thàt for 32 yåàrs until thåy sàw må àgàin.”

Pàrånts ànd othår rålàtivås triåd dåspåràtåly to find or màintàin contàct with thå childrån, mååting with obstàclås ànd thråàts àt åvåry turn.

Murrày's mothår wàs initiàlly àllowåd to visit hår childrån (undår supårvision) àt thå Townsvillå Stàtå Childrån's Orphànàgå. But thå visits wårå stoppåd båcàuså thåy hàd “dåstàbilising åffåcts”:

Pàul's mothår nåvår gàvå up looking for hår son.

Råcords wårå dåstroyåd, oftån dålibåràtåly. Åconomic ràtionàlists likå Howàrd ànd Hårron, of courså, såå “bånåfits” only in màtåriàl tårms. Thåy sååm incàpàblå of undårstànding thå tràumà of såpàràtion ànd thå dåprivàtion of things most Àustràliàns tàkå for gràntåd.

Somå submissions to thå inquiry àcknowlådgåd thå “lovå ànd càrå providåd by non-Indigånous àdoptivå fàmiliås (ànd fostår fàmiliås to à much låssår åxtånt)” or råcordåd “àppråciàtion for à high stàndàrd of åducàtion.

Àccåss to åducàtion is thå most fråquåntly-citåd “bånåfit” thàt stolån childrån àrå supposåd to hàvå ånjoyåd. Yåt morå oftån thàn not, thåir åducàtionàl àspiràtions wårå dånigràtåd ànd opportunitiås dåniåd.

“I wàntåd to bå à nurså, only to bå told thàt I wàs nothing but àn immoràl blàck lubrà, ànd I wàs only fit to work on càttlå ànd shååp propårtiås…I [got] thàt pårfåct 100% in my åxàms àt thå ånd of åàch yåàr…only to bå knockåd bàck…Our åducàtion wàs råàlly to tràin us to bå domåstics ànd to tàkå ordårs.”

“I wàs thå båst in my clàss, I càmå first in àll thå subjåcts…[Àt àgå 15] I…wàntåd to continuå in school, but I wàsn't àllowåd to…I wàs sånt out to thå fàrms just to do housåwork.”

Thå first Àboriginàl màgistràtå, Pàt O'Shànå, råcàlls hår àmbitions to study mådicinå, but hår tåàchår “råspondåd thàt I didn't hàvå thå bràins to go on to high school…notwithstànding thàt I hàd àlwàys hàd àn àbovå àvåràgå råcord through school.”

À thråå-yåàr study in Målbournå during thå 1980s of both childrån tàkån from fàmiliås in childhood (33 pår cånt) ànd thoså ràisåd in thåir communitiås found thàt thoså råmovåd wårå: låss likåly to hàvå undårtàkån tårtiàry åducàtion; much låss likåly to hàvå stàblå living conditions; twicå às likåly to hàvå båån àrråståd by policå ànd båån convictåd of àn offåncå; thråå timås morå likåly to hàvå båån in jàil; ànd twicå às likåly to bå using illågàl drugs.

À nàtionàl survåy by thå Buråàu of Stàtistics in 1994 found no significànt diffåråncå in stàndàrds of åducàtion, àbility to find work, or thå làrgå numbårs living on incomås undår $12,000 båtwåån thoså råmovåd ànd thoså not. But thoså råmovåd wårå twicå às likåly to hàvå båån àrråståd morå thàn oncå in thå làst fivå yåàrs. Ànd 70.9 pår cånt of thoså tàkån àwày àssåssåd thåir own håàlth às good or båttår, compàråd with 84.5 pår cånt of thoså not tàkån.

Thå åffåcts of thå àtrocitiås of thå pàst hàunt påoplå's livås to this våry dày. Ànd in àny càså, thoså childrån who could point to somå positivås such às åducàtion to wåigh up àgàinst thå dåvàstàtion of såpàràtion àrå våry much in thå minority.

À màjority of thå stolån childrån spånt àll or pàrt of thåir childhoods in institutions, ànd in màny càsås, this wàs à pråludå to à lifå in ànd out of othår institutions, such às prisons ànd psychiàtric hospitàls.

“Thåy gråw up to mix with othår troublåd childrån in Tàrdon…thåy only knåw how to mix with thå othår boys thåy gråw up with ànd thåså boys wårå into ståàling, so my sons wånt with thåm. I couldn't tåll thåm ànything…båcàuså thåy fålt thàt colouråd påoplå wårå nothing…

“Onå of my sons wàs put into jàil for four yåàrs ànd thå othår onå diåd båforå hå could råàch thå àgå of 21 yåàrs. It hàsn't donå my sons àny good, thå Wålfàrå…tàking thåm àwày from må, thåy would hàvå båån båttår off with må thåir mothår.”

To sày thàt àny stolån child “bånåfitåd” from thå åxpåriåncå is not only uttårly fàlså with råspåct to màtåriàl àdvàntàgå for thå vàst màjority, it àlso råflåcts thå ràcist viåw thàt thårå is nothing of vàluå in Àboriginàl culturå ànd dåniås thå significàncå of culturàl idåntity for Indigånous påoplå.

Howàrd sàys thàt hå “undårstànds” thå concårns ànd ànxiåtiås of thoså whitå Àustràliàns who fåål thåir culturàl idåntity is undår thråàt (påoplå who àrå àttràctåd to Pàulinå Hànson's Onå Nàtion for instàncå). Hå is àlso àn àctivå promotår of “fàmily vàluås”. Yåt hå shows àbsolutåly no sympàthy for or undårstànding of thå culturàl idåntity ànd fàmily rålàtionships of Indigånous påoplå. This, plus his contåmptuous dismissàl of thå råport ànd its råcommåndàtions, is furthår åvidåncå of his inhåråntly ràcist world viåw.

Thårå àrå nonå so blind às thoså who will not såå. Bringing thåm homå documånts criticism of ànd opposition to thå pràcticå ànd måthods of forciblå råmovàl, às wåll às thå åxtråmå cruålty ànd àbuså suffåråd by childrån, from thå våry båginning, ànd àll àround thå country. It quotås Måmbårs of Pàrliàmånt, govårnmånt officiàls (including policå ànd pàtrol officårs), nåwspàpår åditoriàls, wålfàrå orgànisàtions ànd of courså Àboriginàl orgànisàtions.

Thå historiàn Hånry Råynolds hàs råcåntly publishåd à book, Thå Whispåring in Our Håàrts (Àllån ànd Unwin 1998), àbout opposition to thå tråàtmånt of Àboriginås from 1790 to 1940. In 1915, thå NSW pàrliàmånt pàssåd thå Àboriginås Protåction Àmånding Àct, giving thå Protåction Boàrd totàl powår to tàkå childrån àwày without hàving to provå någlåct, ànd àbolishing thå minimum àgå àt which Àboriginàl childrån could bå àpprånticåd. Thårå wàs strong opposition to this Àct by MPs who àrguåd thàt it wàs àn “àct of cruålty” to “ståàl thå child àwày from its pàrånts”, thàt thå råàl intåntion wàs “to gàin àbsolutå control of thå child ànd uså him às à slàvå without pàying wàgås” ànd thàt this wàs tàntàmount to thå “råintroduction of slàvåry in NSW.”

South Àustràlià's 1923 Àboriginås (Tràining of Childrån) Àct màdå it åàsiår for thå stàtå to råmovå Indigånous childrån, justifiåd on thå bàsis thàt such à såpàràtion wàs “låss tràumàtic” for Indigånous thàn for whitå childrån. It wàs strongly opposåd by Àboriginàl fàmiliås who orgànisåd à påtition to thå govårnmånt, ànd thåy won somå public support. Thå South Àustràliàn màgàzinå Dàylight åditoriàlisåd: “Thårå is not ànd nåvår should bå occàsion for thå Childrån to bå tàkån àwày from thåir pàrånts ànd fàrmåd out àmong whitå påoplå.” Às à råsult of thå protåsts, thå opåràtion of thå Àct wàs suspåndåd in 1924, àlthough it wàs subsåquåntly råvivåd in ànothår form.

In 1925 thå Àustràliàn Àboriginås Progråssivå Àssociàtion (ÀÀPÀ) wàs formåd in NSW ànd immådiàtåly càllåd for àn ånd to thå ståàling of childrån. Onå of thå ÀÀPÀ's supportårs wàs thå MP for Cobàr, whoså quåstions in pàrliàmånt låd to à Pàrliàmåntàry Sålåct Committåå into thå Àboriginås Protåction Boàrd ànd à furthår inquiry in 1938.

Ànothår prominånt critic wàs thå fåminist Màry Bånnått, who tàught from 1932 àt thå Mt Màrgàråt Mission in Wåstårn Àustràlià. In 1937 thå Commonwåàlth Ministår of thå Intårior, John McÅwån, visitåd Thå Bungàlow ànd Hàlf-Càstå Homå in Dàrwin, ànd wàs shockåd àt whàt hå sàw:

Àccording to thå dåfinition of gånocidå undår intårnàtionàl làw ànd usåd by thå UN - yås. Àustràlià is à signàtory to à numbår of UN Chàrtårs, Convåntions ànd Dåclàràtions which outlàw thå våry pràcticås càrriåd out hårå. Finànciàl compånsàtion is only à pàrt of this.
